Yes! Foreign nationals who have a residence permit can buy a car in Montenegro and register their name with the authorities.
A purchase is only valid with a purchase contract.
To register, you need:
• (vehicle) registration certificate of the previous owner
• The purchase contract
• Technical Control Board Certificate
• Car liability insurance
• copy of your of your passport
